VAINCE COSMETICS

Looking for EU private label cosmetics made outside Europe? Then India deserves a close look. Costs keep rising across Europe. At the same time, a new trade deal is on the way. As a result, many brands now make skincare, hair care and natural cosmetics in India. In this guide, we first explain the trade deal. Then, we cover EU rules. Finally, we show how Vaince makes products ready for Europe.

The India–EU Trade Deal and EU Private Label Cosmetics

India and the EU finished talks on their free trade deal on 27 January 2026. The formal signing is set for 16 December 2026 in Brussels. After that, the deal should start in early 2027. Under it, most Indian goods will enter the EU duty-free.

So what does this mean for EU private label cosmetics? In short, now is the time to plan. Brands that build formulas and papers today will be ready when lower duties start. Until then, normal EU tariffs apply.

Why Brands Choose EU Private Label Cosmetics from India

Many European buyers now source cosmetics from India. Here is why.

  • Natural know-how: India grows many botanicals. So Indian makers source herbs, cold-pressed oils and Ayurvedic blends close to the farm.
  • Good value: Formulas, filling and packing cost less. As a result, your margins improve.
  • One partner, many products: You get skincare, hair care, body care, men’s care and supplements from one source.
  • Room to grow: Indian plants can scale for retailer tenders and marketplace brands.

In short, India offers natural expertise at a fair price. That is why it suits natural cosmetics brands in Europe.

EU Rules for Private Label Cosmetics Made in India

The EU Cosmetics Regulation (EC) No 1223/2009 covers every cosmetic sold in the EU. It applies wherever the product is made. So here are the five key steps.

1. Name an EU Responsible Person
Every product needs a Responsible Person (RP) based in the EU. Usually, this is the brand or the importer. Or, you can hire a specialist RP service. However, if no RP is named, the importer becomes the RP. Also, the RP’s name and address go on the label.

2. Build the Product Information File (PIF)
The RP keeps a PIF for each product. It must be kept for ten years after the last batch. The PIF includes:

  • A product description
  • A safety report, signed off by a qualified safety assessor
  • The making method and a GMP statement (ISO 22716 is the standard)
  • Proof for every claim
  • Data on any animal testing

3. Check the formula against the Annexes
Next, every ingredient is checked against the EU lists. For example, Annex II lists banned ingredients. Annex III lists limited ones. Also, colours, preservatives and UV filters each have their own approved list.

4. Notify on the CPNP
Then, before sale, the RP lists each product on the CPNP. This is the EU’s online cosmetics portal.

5. Label correctly
Finally, each label needs the INCI list, content, expiry or PAO symbol, warnings, batch number, RP address and country of origin. Also, it must be in the language of each country of sale.

How Vaince Supports EU Private Label Cosmetics

We can’t act as your RP, because the RP must be based in the EU. However, we give your RP everything they need for EU private label cosmetics.

  • Annex screening: First, we check every formula against the EU Annexes. We do this before sampling.
  • Full safety data: Next, we share the full formula, raw material specs, safety sheets and impurity data. We also share stability, challenge and micro test results.
  • GMP details: Then, we provide our GMP information for your PIF.
  • Local labels: Also, we design artwork in German, French, Dutch, Italian, Spanish and more.
  • Natural options: Finally, we can hit natural-origin targets. However, the brand applies for COSMOS or NATRUE seals, using certified raw materials.

Often, yes. Some ingredients allowed in India are limited in the EU. So we screen every formula first.
